Excellent state-level study of the impact – or the lack of impact – of constitutionalism. A series of constitutionalist military governors failed to implement significant agrarian reform and did little to try to improve the economy, which was in a state of continuing crisis. Efforts at centralization restricted the governors, culminating in the rigged 1917 elections that put Pascual Ortiz Rubio in the governorship –Handbook of Latin American Studies, v. 58.
