Informed study of the evolution, up to 1991, of the Antarctic system and the claims and controversies surrounding it, written by an Argentine rear admiral and former director of the National Antarctic Dept. Although defending Argentine territorial claims, its analysis of the different claims, approaches, and prospects is open-minded. Concludes that Argentina should avoid nationalistic posturing and adopt a flexible and pragmatic strategy aimed to preserve the Antarctic Treaty and System. Includes a useful documentary appendix reproducing several Argentine and international laws, declarations, treaties, conventions, and resolutions related to the Antarctic issue –Handbook of Latin American Studies, v. 57.
