Evaluative study of policies adopted as a result of the 1984 Programa Nacional de Desarrollo y Vivienda, which established 59 medium-sized cities as investment priorities, focuses on regional and sectoral distribution of federal investment. Analysis is divided into four parts: urban structure and dynamics (1970-90), changes in urban-regional policy and public investment, strengthening of medium-sized cities (centering on agriculture, industry and tourism), and extension of social and physical infrastructure.
