This report summarizes the discussions which took place during the recent meeting of UNHCRs governing body. After a brief introduction on the organization of the session, the report concentrates on the deliberations of the meeting by agenda item. Speakers express concern about the serious protection problems throughout the world and many emphasize the need to tackle and remove the root causes of refugee flows in order to stem and hopefully avert refugee situations in the future. The work of the Sub-Committee meeting on international protection is commended and delegates welcome in particular the conclusions adopted on military and armed attacks. The principles of UNHCRs assistance activities are then considered, including emergency relief, durable solutions for refugees and refugee aid and development. The report then focuses on specific refugee situations worldwide and on UNHCRs role and activities in various countries. The concerns of many delegates with regard to administrative and financial issues are also reflected. Particular emphasis is given to UNHCR personnel matters and cost developments. The text of the decisions and conclusions reached by the Executive Committee during its deliberations comprise the next section of the report. The conclusions on protection matters include those on refugee children, military and armed attacks on refugee camps and settlements and travel documents for refugees. The decisions of the Executive Committee concerning the procedure for the establishment of peace in Central America, the international conference on the situation of refugees and war victims in the Southern African region, UNHCRs assistance activities and its role in promoting durable solutions are all given. Also, conclusions relevant to management issues and programme support are presented. Finally, the opening statement made by the United Nations High Commissioner for Refugees is attached as annex.
