The High Commissioner in his opening statement to the thirty-ninth session of the Executive Committee welcomed two additional members to the Committee before giving examples to illustrate the growing responsibilities of his Office. He summarized the various activities of UNHCR over the past year and mentioned the efforts he had undertaken to demonstrate sound management of human and material resources. The Sub-Committee of the Whole on International Protection examined: promotion and dissemination of refugee law, international solidarity and refugee protection, and stowaway asylum seekers. The Note on International Protection analysed the current state of international protection of refugees in specific areas such as expulsion and non-refoulement, detention, security of refugees, voluntary repatriation and the gainful employment of refugees. Furthermore, the Note examined issues relating to stateless persons. The Executive Committee expressed appreciation for the Note on Refugee Women and requested the High Commissioner to provide, at the fortieth session, a detailed progress report on the implementation of the Offices policies and programmes for refugee women. The Committee welcomed the proposal for the convening of an International Conference on Indo-Chinese refugees to find comprehensive and durable solutions to the continuing outflow of refugees. The Committee invited the High Commissioner to make every effort to support the preparation, organization, and realization of the International Conference on Central American Refugees and recalled the decision of the Committee at its thirty-eighth session affirming the importance of organizing a conference around The Central American Refugees and the Procedure for the Establishment of a Firm and Durable Peace in Central America.
